The second dimension is technical capability. This is not limited to hiring data scientists. Technical readiness includes the engineering teams who build data pipelines, the DevOps capacity to manage model deployment, the monitoring infrastructure to track model performance in production, and the security protocols to govern AI systems. Many organizations overinvest in model development talent and underinvest in the engineering infrastructure that puts models into operation.
The ratio matters. For every data scientist building models, an organization needs roughly two to three ML engineers managing deployment, monitoring, and maintenance. Leadership alignment is measurable. Does the CEO include AI capability in strategic communications? Is AI investment treated as capital expenditure (building long-term capability) or operational expenditure (funding discrete projects)? Are AI program leaders included in strategic planning discussions? Do budget cycles accommodate the 12-to-18-month timelines typical of enterprise AI deployment? Negative answers to these questions predict program failure with high reliability.
Dimension 5: Ethical and Governance Readiness
The fifth dimension is ethical and governance readiness. Deploying AI in production means deploying systems that affect employees, customers, and citizens. Organizations need clear policies on model transparency, bias testing, data privacy, and accountability. These policies cannot be developed reactively — after a model is in production and a problem surfaces. They must be established before deployment, reviewed regularly, and enforced systematically.
India's Digital Personal Data Protection Act adds regulatory urgency to this dimension. Organizations processing personal data through AI models must demonstrate lawful purpose, informed consent, and data minimization. The compliance burden is significant but manageable — provided governance frameworks are established before AI systems enter production, not retrofitted after regulatory scrutiny arrives.
The Diagnostic Value
The assessment across these five dimensions produces a readiness profile that is almost always uneven. A financial services firm may have strong data infrastructure and technical capability but weak organizational processes for acting on AI recommendations. A government agency may have clear governance frameworks but insufficient technical capacity to deploy and maintain models.
This unevenness is not a failure. It is a diagnostic. It tells an organization where to invest before launching the AI initiative, rather than discovering the gap mid-deployment when the cost of correction is highest.
